“Rejected” is ambiguous in English. A Socialstyrelsen rejected or incomplete application may involve a begäran om komplettering (request to supplement), a formal föreläggande to remedy a defect, a kommunicering giving you an opportunity to comment before a decision, an avvisning, or an avslag. The first three normally mean that the case is still open; the last two are decisions. Read the heading, operative part and final page, note the case number and every case-specific deadline, and respond point by point with the requested material and only the explanation needed to identify it.
Supplementing an open case (komplettering), correcting a clerical error (rättelse), requesting a changed decision (ändring), appealing, and reapplying are distinct but can overlap. If an appeal deadline is running, do not let a request for rättelse or ändring make it expire.
Socialstyrelsen rejected or incomplete application: identify the message
Start with the heading, operative part and final page: the wording controls your next action.
| Document type | What it generally means | Immediate response |
|---|---|---|
| Begäran om komplettering (request to supplement) | Open case: Socialstyrelsen wants missing or clarifying material. | Answer each point by the stated date; quote the case number and use the stated channel. |
| Föreläggande under section 20 of the Administrative Procedure Act | A formal direction to remedy a defect preventing merits examination. It must warn that non-compliance may mean the application is not examined. | Remedy the defect in time or seek clarification promptly; a question does not itself extend the deadline. |
| Kommunicering under section 25 | An opportunity to comment on decision-relevant material; not itself a refusal or necessarily a document request. | Correct factual errors and submit focused comments or evidence in time. |
| Avvisning | A procedural decision: the application or appeal is not examined on its merits. | Read the ground and appeal instructions (överklagandehänvisning); record when you were notified. |
| Avslag | An adverse merits decision: Socialstyrelsen has not granted the request. | Read the reasons and instructions; protect the appeal deadline. |
Consequences differ. A section 20 föreläggande must warn that an unremedied defect may prevent examination. In another case, Socialstyrelsen may decide on the available material, possibly resulting in avslag. Follow your letter.
If the message concerns the first review of a non-EU/EEA degree, use the separate guide to how Socialstyrelsen assesses foreign medical education for the complete process.
Read the request before answering
Create a response sheet listing the case number (ärendenummer or diarienummer), deadline, channel, every requested item, accepted language or format, and stated consequence. Keep the original message unchanged.
For each point, ask: Is it absent, unacceptable or unclear? A missing diploma, an unlinked translation and a name discrepancy need different fixes. Do not send an unsorted archive.
How to respond to a request for more information
- Confirm the scope. Match each request to one numbered response. If unclear, contact Socialstyrelsen and state the case number.
- Use the correct issuing body. A diploma cannot replace a competent-authority certificate where that certificate is required.
- Fix presentation defects. Supply complete, legible pages, the source document with its required translation, and requested certification.
- Explain discrepancies. Support different names, dates or transliterations with official evidence and a concise note.
- Add a cover note. Map each request to its filename or enclosure and identify direct authority submissions.
- Use the stated channel. A reply to a notification address may not submit evidence.
- Preserve the record. Save final files, the cover note, delivery proof and written clarifications.
Build a response index
Mirror Socialstyrelsen’s numbering: “Point 1 – passport copy – Attachment 1”; “Point 2 – record and translation – Attachments 2A and 2B.” Identify the issuer and date where useful. For a direct authority submission, name the sender, method and date requested.
Use this copyable cover-note structure:
- Subject: Response to request for supplementation – [case number].
- Point [number]: [short response] – [attachment name or number].
- Direct submission: [issuing authority, document and expected sending date], if applicable.
- Extension request: [specific reason, evidence and proposed date], if needed.
- Contact: [name, email and telephone number].
If the requested document cannot exist in your country, explain why with competent-authority evidence and ask what alternative Socialstyrelsen can assess. Acceptance is not guaranteed, but a defined question is better than an unexplained gap.
Common deficiencies and proportionate corrections
These are response examples, not a complete checklist. Requirements differ between education assessment, EU/EEA recognition, a final licence and other authorisations. Rebuild the file against the current Swedish medical licence document checklist.
| Possible deficiency | Focused correction |
|---|---|
| Missing or unreadable identity page | Submit every requested page as a complete, clear copy. |
| Diploma or transcript is incomplete | Supply every page and required evidence of subjects, programme length and completion. |
| Translation cannot be verified | Pair the translation with its source document and required translator evidence. |
| Certificate is too old or from the wrong issuer | For the EU/EEA doctor route, also used for Switzerland, intyg om aktuell behörighet – Good Standing or Current Professional Status – must be no more than three months old and come from the competent authority. Do not generalise this rule. |
| Name or birth details differ | Link the identities with official evidence; never edit an issued credential. |
| Payment cannot be matched | Supply payment evidence and verify the identifier or birth-date/name reference. |
| Language evidence is missing | Use evidence accepted for your route; attendance alone is not automatically proof. |
For full translator, certification and apostille rules, use the guide to certified translations, copies and apostilles for Socialstyrelsen rather than generalising one route’s rule.
Manage the deadline, submission and proof
The letter’s deadline is case-specific. Under section 22 of the Administrative Procedure Act, a document is received when it reaches Socialstyrelsen or an authorised official; the sending date alone is insufficient. If an issuer cannot deliver in time, contact Socialstyrelsen before the deadline, quote the case number, document the order and request more time in writing. No automatic extension exists, so work to the original date until told otherwise.
For an ongoing licence or specialist case, Socialstyrelsen says to quote the case number. Use the case-specific submission method and retain its receipt; a general enquiry does not submit the requested material.
A deficiency can add time, but the planned guide to how much time and money Swedish medical licensing requires owns the full-pathway comparison.
After a refusal: correction, appeal or a new application?
Avvisning means no substantive examination; avslag is an adverse merits decision. Section 32 of the Administrative Procedure Act normally requires a materially significant decision to state the rules and decisive circumstances. Chapter 8, section 2 of the Patient Safety Ordinance also requires refusal of a behörighetsbevis – an authorisation credential such as a licence – to identify how competence was insufficient.
Request correction of an obvious error
Section 36 limits rättelse to an obvious writing, calculation or similar error. Under sections 37-38, Socialstyrelsen may change a wrong first-instance decision and must change one that is manifestly and materially wrong when this is quick, easy and does not disadvantage a party. Section 39 limits changes after appeal. Neither request is stated to suspend the appeal deadline.
Appeal the decision
Address an appeal to Förvaltningsrätten i Stockholm but submit it in writing to Socialstyrelsen within three weeks from notification (fick del av beslutet), not the decision date. Identify the decision and case, requested change, supporting circumstances and evidence. Follow your appeal instructions. A late appeal is normally avvisat, subject to section 45’s narrow exceptions.
Consider a new application
New material does not automatically call for reapplication: it may support an appeal or a change under sections 37-39. A fresh application may fit route-specific guidance or a later-completed requirement, but can require a new fee and neither extends the appeal deadline nor overturns the decision. Protect the deadline and ask which procedure applies.
Route-specific differences for international doctors
- Outside-EU/EEA initial assessment: the file covers identity, payment, diploma, programme evidence and translations. If the education is judged insufficiently similar, Socialstyrelsen describes further Swedish education as an alternative.
- EU/EEA professional qualification: evidence can include current professional status, conformity and language certificates. Some must come from the competent authority, not the university.
- Final outside-EU/EEA licence: this file differs from the assessment file and can include language proof and an original clinical-stage certificate.
- No Swedish identity number: a personnummer or samordningsnummer is required before the licence is granted. If neither exists at application, Socialstyrelsen says it will ask Skatteverket for a coordination number. An identity check normally follows, at a Swedish service office or passport authority abroad. See the guide to samordningsnummer and personnummer for doctors.
For the complete route rather than a single deficiency response, use the complete non-EU/EEA licensing route or the planned guide to how EU and EEA doctors can get licensed in Sweden.
Mistakes that can damage the response
- Missing the deadline while waiting silently for another authority.
- Answering only part of a numbered request.
- Sending cropped, password-protected or illegible files.
- Submitting a translation without the corresponding original-language document.
- Changing a credential yourself instead of explaining the discrepancy.
- Sending duplicate applications without confirming whether the existing case can be completed.
- Treating a phone conversation as proof; confirm material guidance in writing.
- Assuming an appeal, correction request or pending application authorises medical work.
Frequently asked questions
Does a request for more information mean my application is rejected?
No. A “Socialstyrelsen rejected or incomplete application” can blur different outcomes. A supplementation request normally leaves the case open; avvisning or avslag is a decision with reasons and any appeal instructions.
Can I get more time to submit a requested document?
Ask before the deadline, quote the case number and document the reason. Socialstyrelsen decides; your request is not itself an extension.
Should I appeal a refusal or apply again?
Appeal to challenge the existing decision. A fresh application may fit a later-completed requirement, but new evidence can also support appeal or ändring. Protect the deadline and ask about route and fee consequences.
Can Socialstyrelsen ask to see original documents?
Yes. At initial non-EU/EEA assessment, do not send originals unless requested. Another stage may expressly require one, so follow the exact route and item instruction.
When is my application considered complete?
For its EU/EEA doctor route, Socialstyrelsen counts an application as complete when all necessary documents arrive; after supplementation, from the requested documents’ submission date. That definition relates to EU/EEA professional-recognition time limits. For other routes, follow the route page and your letter.
What if I cannot obtain the requested document?
For initial non-EU/EEA assessment, submit what you have and explain why material is unobtainable. Without a graduate certificate or diploma, Socialstyrelsen directs applicants to UHR for a Background Paper to enclose. For other routes, ask what alternative evidence can be assessed.
Your next step after Socialstyrelsen’s message
Classify the message first. For an open request, address each point with a traceable document and cover note. For a decision, record notification, analyse the reasons and protect the appeal deadline. Always use the case number, stated channel and a complete submission record.
