Can you work without a Swedish medical licence?
Yes, within defined limits. Socialstyrelsen states that a person who is studying for a healthcare profession, or has completed healthcare education but has not yet received a licence, may begin working according to their competence. The person may not use the professional title or perform tasks that legislation reserves for someone with a licence or special authorisation.
Swedish rules specifically regulate some healthcare tasks. For many other tasks, the healthcare manager decides who may perform them on the basis of the individual’s competence. That is not a general licence to do clinical work: the provider must organise safe care, the manager must allocate suitable duties, and the worker remains responsible for how assigned work is performed. Socialstyrelsen also explains that unlicensed staff who participate in patient care can still count as hälso- och sjukvårdspersonal and have personal professional responsibilities.
Doctors educated outside the EU/EEA should keep following the full non-EU/EEA medical-licensing route while considering a temporary job. Employment and licensing can progress in parallel, but neither process replaces the other.

The terms below are search starting points, not guaranteed job titles. Read each advertisement closely and ask whether the employer requires a Swedish vocational qualification, protected title, particular language level, driving licence, background check or prior experience.

Care, support and protected titles
A care or support role can provide income, references, daily Swedish and familiarity with Swedish working culture. It can also involve vulnerable people, documentation and safety-sensitive routines, so an employer may reasonably require relevant education or experience even when no national licence is attached to the job.
Administration, service and research
Non-clinical work may leave more predictable time for Swedish and licensing steps. Research can suit applicants with publications, laboratory, data or study-coordination experience. Administration may suit someone with strong Swedish healthcare terminology and digital-documentation skills. A medical degree is relevant evidence, but it is not an automatic qualification for either category.

How to choose a safe interim role
- Check the title. Confirm whether it is protected or tied to a specific Swedish qualification.
- Request the real job description. Identify patient contact, decisions, documentation, medication tasks and supervision.
- Compare every duty with your proven competence. A medical diploma does not establish readiness for every Swedish care, administration or research task.
- Ask who allocates and reviews the work. Clarify induction, escalation routes and responsibility when the situation changes.
- Assess the language risk. Handovers, care plans, incident reports, emergencies and contact with relatives may require stronger Swedish than the advertisement suggests.
- Protect licensing time. Calculate whether shifts and travel leave enough capacity for Swedish, kunskapsprovet, courses or document work.
The best bridge role is not necessarily the one that sounds most medical. It is the lawful role that supports income, language development and references without creating unclear clinical responsibility or delaying the licence.
Doctor work, special authorisation and underläkare

Your right to work is a separate question
Professional permission and immigration permission come from different systems. EU/EEA citizens do not normally use the non-EU work-permit route, although residence conditions can still matter. Citizens outside the EU/EEA will in most cases need a work permit or another residence status that permits the proposed employment. A first work-permit application normally has to be made from outside Sweden, subject to listed exceptions.
For ordinary work-permit cases, the current salary threshold is SEK 34,470 per month, equal to 90% of the median salary used when the application is submitted. The salary must also match collective agreements or common practice, and two jobs cannot be combined to meet the requirements. Some listed care-assistant occupational classifications may instead use the 75% threshold, currently SEK 28,725. Migrationsverket’s classification of the actual job is decisive.
That immigration exception does not grant a healthcare title. In particular, an SSYK occupational classification used for a permit is not proof that you may call yourself undersköterska. Conversely, a personal-assistant offer cannot form the basis of a work permit under the rules effective from 1 June 2026, even though a person who already has suitable work rights may still apply for such a job.
How to apply for non-licensed healthcare work
- Search in Swedish. Combine a role with a setting or place, such as vårdbiträde äldreboende, boendestödjare kommun, vårdnära service sjukhus or forskningsassistent medicin.
- Use credible vacancy sources. Search Arbetsförmedlingen’s Platsbanken and the career pages of regions, municipalities, universities, hospitals and established private providers.
- Describe your status precisely. State where you qualified, your current Socialstyrelsen step, Swedish level and right-to-work basis. Never imply that you already hold läkarlegitimation.
- Translate experience into the advertised role. Connect patient communication, teamwork, infection prevention, research, data or documentation experience to the actual duties.
- Ask before accepting. Confirm the title, duties, induction, supervision, schedule, documentation system, employment terms and any authorisation checks in writing.
- Plan the exit from the bridge role. Keep licensing milestones visible and prepare for the later first Swedish doctor-job campaign.
Build healthcare Swedish while you wait
There is no single national Swedish threshold for every unlicensed job. The employer sets requirements according to the duties and risk. Patient-facing work can demand confident listening and speaking; administrative work can demand precise terminology and writing. Ask which language is used in care plans, incident reports, digital systems, handovers and contact with relatives.

Yes, if the title and duties do not require a medical licence or other authorisation, the employer considers you competent, and you have permission to work. You may not present yourself as a Swedish-licensed doctor or perform reserved duties without the required legal basis.
Can a foreign doctor work as an undersköterska while waiting?
