Fler or flera: the short answer
Fler means “more” when you compare numbers or add to a countable group. Flera can also mean “more”, but it has another meaning: “several”. Use flera, not fler, when you simply mean several without a comparison.

When fler and flera are interchangeable
Both forms work when the meaning is a larger number or additional items. A phrase such as än igår (“than yesterday”) makes the comparison clear. The comparison is många – fler/flera – flest: many, more, most.
When flera means several
Jag har läst flera böcker. means “I have read several books.” It does not have to compare that number with anything. Jag har läst fler böcker. means “I have read more books” and needs an understood comparison or the idea of additional books.
The distinction is about meaning in context, not a fixed number of objects.
Fler or mer?
A useful starting rule is fler with things you count and mer with an amount: fler koppar kaffe (“more cups of coffee”), but mer kaffe (“more coffee”). Compare många – fler – flest with mycket – mer – mest.
